If you use PVCS, version labels can be assigned in two ways: at Check-in time or at any time via the Registration Directory.

The user can assign a version label during the Check-in process by typing text into the Version Label edit control.

The user can assign a version label to one or many revisions of one or many objects at any time by selecting the revisions of the objects in the Registration Directory and clicking the Version Label button.
